Is the library working?

Do the teachers know how to use it. Do the students. Is there someone who helps them. Can everyone reach it, or only some. Is it actually making the teaching better.

Developmental. About capability. Championed by academic leadership — it answers a question they already have.

Governance

Can you carry what having one implies?

Who is the librarian. Who decides what goes on the shelves. What happens when a book goes missing, or a child reaches something they should not have. Who answers the parent when something goes wrong at eleven o'clock on a Tuesday.

Protective. About responsibility. Championed by the board, the head, the DPO — it answers a question they may not have asked yet.

Both are measured in every engagement, and they are never sold apart. The finding is not either score — it is the quadrant they make together, and a quadrant needs both axes. A school measured on readiness alone cannot be told whether it is ready but ungoverned or running it properly, and those need opposite responses.

A school can be strong on one and weak on the other, and the two failures look nothing alike. Ready but ungoverned — capable staff using AI well, no policy, no incident route, no named owner; the first serious incident is institutional, not pedagogical. Governed but not ready — a signed policy, a decision matrix, a register, and staff who cannot use the tools and students who were never taught; the paperwork is defensible and nothing has improved. Neither is a partial version of the other, and fixing one does not move the other.

Which one. Take the Review when you need to know where you stand, verified, and to have it said to your board by someone independent — a school cannot credibly audit its own evidence, and a subordinate cannot deliver a finding about a missing control to the person responsible for it. Take Implementation when the decision is already made and what you need is for it to happen.

Both measure both axes. We do not sell one on its own: the finding is the quadrant, and half a measurement reported as a whole one is the failure this method exists to catch. The Review is credited in full against Implementation, so nothing is repeated or re-charged if you move up. Multi-year or multi-campus engagements happen by direct conversation, not from a pricing table.

Both scores and the quadrant. Readiness, Governance and Practice, reported separately and never averaged — with the quadrant named and what it means here. We do not sell one axis: half a measurement reported as a whole one is the failure this method exists to catch.
Independent evidence review. We examine your actual artefacts rather than take your word for what exists. A school cannot credibly audit its own evidence; that is a conflict of interest, not a skill gap.
Facilitated staff and community sessions. Nobody internal can facilitate a session about staff fear of leadership.
We present to your board. A subordinate cannot deliver a finding about a missing control to the person responsible for it.
The document set: baseline report, risk register, opportunity register, values and fear map, Living AI Policy v1.0, governance model with decision rights, operating cadence, communications kit, handover.
The School tier for year one, so it stays true after we leave.

What is not in it

Training delivery, the pilot, the equity audit and institutionalization. Nothing here is run — it is measured, verified, written and presented. When you need it actually done, that is Implementation.

Phase 1 · Discovery & Baseline — the Baseline Review, in full. Baseline report, risk register, opportunity register, values and fear map.
Phase 2 · Policy Sprint — Living AI Policy v1.0 drafted from what your baseline actually found, plus tool-approval and DPIA checklists, incident register, and a decision-rights matrix that says who approves a tool and who may accept a risk.
Phase 3 · Training & Enablement — teacher workshops, student activities across four age bands, a parent session, and a board briefing. Attendance recorded by name, because percentages cannot be audited.
Phase 4 · Pilot Deployment — the approval workflow run on real tools, including one you already depend on. Incident logging activated. An equity audit on what students actually touch.
Phase 5 · Institutionalization — a Year 1 governance calendar, a board briefing on what changed and what is still open, and a handover to a named owner inside the school.
Throughout · Your governance site — a working bilingual site carrying every artefact above, built as the engagement runs rather than handed over at the end. It runs on your own server, in a sandbox account you provide. Nothing is hosted by us and your material never leaves your infrastructure. Exit is one action: close the account, and everything keeps running, because it was always yours.

What it is really for

A policy pack does not govern anything by itself. This is the difference between a school that owns a document and a school that can show, on request, who decided what and why. By the last day every open risk has an owner inside the school and a date — if anything still points at us, the school has rented governance rather than built it.

What we ask of you: one named AI Policy Owner released for 0.1–0.2 FTE, a standing 30-minute weekly checkpoint, and release time for two 90-minute staff blocks. The programme stalls without these more reliably than for any other reason, so we say them before you sign rather than after.
